Use the passive sentence:  They cancelled all flights because of fog.

1) All flights are being cancelled because of fog.

2) All flights was cancelled because of fog.

3) They are canceling all flights because of fog.

4) All flights are cancelled because of fog. 

5) All flights were cancelled because of fog.
